Mayor Solly F. Villalobos signed Executive Order No. 03, “AN ORDER PROVIDING GUIDELINES TO PREVENT THE SPREAD OF AFRICAN SWINE FEVER (ASF) IN THE MUNICIPALITY OF STO. NIÑO.”

SECTION 1. GUIDELINES. The following guidelines shall be implemented:

a. Inter-barangay border control shall be established;

b. Slaughter of live hogs within the municipality is allowed provided, that a negative result or Certification from Regional Animal Disease Diagnostic Laboratory of the Department of Agriculture XII shall be presented upon entering the LGU slaughterhouse;

c. Entry of hogs from GREEN and PINK ZONE is allowed, however, NO MOVEMENT of hogs from one barangay to other barangays SHALL BE STRICTLY IMPLEMENTED until August 15, 2022, and there shall be NO MOVEMENT of hogs going outside of the municipality;

d. Selling of fresh, frozen pork products from other municipalities not affected by ASF is allowed, provided that, the products have a Meat Inspection Certificate or Certificate of Meat Inspection. Likewise, online selling of pork and pork by-products in the Municipality shall be strictly monitored;

e. Quarantine measures in the ASF Contingency Plan shall be strictly implemented;

f. Disease monitoring of hog farm shall be conducted weekly;

g. Disease investigation of suspect premises and the initiation and implementation of the stamping out procedures shall also be conducted;

h. Conduct surveillance and profiling of swine disease in the priority areas and surveillance of the local movement of animals;

i. The “test and destroy protocol” outside 500 meters to 7 kilometers from ground zero, by means of laboratory testing and then culling of the test-positive animal shall be strictly implemented; and

j. Conduct the periodic identification and consolidation of data on the swine population in the municipality.

Hog meat sold in the Public Market of this Municipality shall ONLY be delivered by the LGU Meat Van, thus all hogs that did not pass and was not slaughtered in the slaughterhouse shall be considered as HOT MEAT, therefore subject to confiscation.
